GRSP

The Global Road Safety Partnership (GRSP) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC). Both the IFRC and GRSP are headquartered in Geneva, Switzerland whilst maintaining a Regional Delegation office in Bangkok, Thailand. GRSP has been contracted through the World Bank, in association with the Kingdom of Thailand Ministry of Finance to conduct a Community Helmet Wearing project in Thailand with funding from the Japanese Social Development Fund.

GRSI is a GRSP programme that has supported the implementation of a series of global good practice manuals dealing with specific risk factors such as motorcyclist helmet wearing. In Thailand this support has lead to the delivery of a helmet workshop that produced a national helmet wearing action plan that contained an action for increasing helmet wearing through community delivered projects.
Within the project there are three components: (1) Deliver a pilot programme consisting of education, enforcement, helmet provision and emergency medical services) (2) Research and monitoring and (3) Training.

To carry out the Project with due diligence and efficiency, GRSP has established a Project Implementation Unit (PIU) within the Bangkok IFRC office to coordinate project activities, comprising project planning, research and monitoring, procurement and delivery of goods and consulting services, project management and administration of contracts, and financial management and accounting. PIU staff have been appointed to manage all activities of the PIU (see attachment) and ensure that the project is implemented in an effective and timely manner. The Field Supervisor is a member of the PIU however work focus is towards delivery activities within the Provinces.

As the project progresses, a second Field Supervisor may be appointed if operational implementation activities require it.
